Britteny Cioni-Haywood, President
Britteny is an economist and an aspiring futurist. She holds a Master of Science in economics as well as doctoral training. Currently, she is the Administrative Operations Manager for the Alaska Division of Commercial Fisheries and oversees all administrative functions for a large state division. She has been blessed to have had a very eclectic career path including a financial analyst and qualitative research manager at a Fortune 500 company, assistant professor of economics, and several State of Alaska positions including the director of the Alaska Division of Economic Development. She taught for four years at the University of Alaska Southeast Juneau campus and returned to UAS in the Spring of 2020 as an adjunct professor.
Britteny loves teaching and working with students. She believes one of the most important things in life are relationships and works to build bridges. Britteny has written several articles for the Anchorage based magazine, Strive. She is a committed lifelong learner; current study topics include strategic foresight, storytelling, and design thinking.
Prior to being elected to the JSD Board of Education, she served on the Juneau Community Charter School Academic Policy Committee and on the Gold Creek Child Development Center board.
Elizabeth (Ebett) Siddon, Vice President
Elizabeth grew up in New Hampshire and attended the University of New Hampshire for her undergraduate degree (in Marine and Freshwater Biology). She moved to Juneau in 2002 where she since completed a Masters and PhD in Fisheries at UAF’s College of Fisheries and Ocean Sciences. She is married to Chris, who works at ADF&G, and they have one son.
Elizabeth works at NOAA Fisheries for the Ecosystem Monitoring and Assessment Program. Her work, focused in the Bering Sea, connects ecosystem science to management. In 2019, Elizabeth was awarded the Presidential Early Career Award for Science and Engineering, the highest honor bestowed by the United States Government.
Elizabeth is very committed to education and outreach here in Juneau and beyond. She co-founded SouthEast Exchange (SEE), a community partnership between local STEM (Science, Technology, Engineering, and Mathematics) professionals and teachers in the Juneau School District. SEE helps bring place-based and hands-on science experiences into classrooms. She also co-teaches a summer field course at the Shoals Marine Laboratory (off the coast of Maine) called Integrated Ecosystem Research & Management. Elizabeth has been the statewide parent representative to the Alaska Early Childhood Coordinating Council (coordinating programs and services for children prenatal through age 8) since January 2017 and was elected to the Juneau School Board in 2018.

David Noon - Member
David Noon has lived in Juneau for more than two decades and has raised a pair of children here along with an ever-growing menagerie of animals. After growing up mostly in Roanoke, Virginia, he attended James Madison University as an undergraduate English and History major before moving on to the University of Minnesota for his Ph. D in American Studies; after completing his degree, he was fortunate enough to be hired at the University of Alaska Southeast, where he has been teaching US History and other courses in the social sciences since 2003. Having reached a point in his career and personal life that afforded him the time and opportunity to serve the wider community, he ran for School Board in 2023 and for the past two years been eagerly learning more than he ever thought possible about the complexities of primary and secondary education in Alaska. He currently serves on a variety of Board subcommittees, including the Policy, Student Services, and Program Evaluation Committees, as well as serving as Board liaison to several schools within the district. When he is not teaching classes, grading papers, attending School Board meetings, and addressing the incessant demands of his cats and dogs for attention and food, Dave is very gradually pursuing a second undergraduate degree in art, despite his conspicuous lack of talent and training.
